Downtown Tacoma is built on the bluffs above Puget Sound's Commencement Bay and thus is hilly in places. Built in 1915-6, the Spanish Steps provided access between Broadway, Commerce Street and Pacific Avenue where the hillside is too steep for South 7th Street.

They were modeled after Rome's Scalinata di Spagna, the Spanish Steps. They were originally built in conjunction with the adjacent Elks Frateral Organization Temple.
